While Rogaine (minoxidil) has only been clinically tested and approved for use in the balding crown, many hair loss sufferers that use Rogaine in areas thinning hair toward the front of the scalp and hairline have had successful hair regrowth. Thus, I wouldn't hesitate to apply Rogaine to thinning areas you are experiencing up front.
